I've got a way to fix the sensitivity problem until they can figure out how to fix it (which is odd because it works in GTA3 but not in Vice City). Problem: no matter what sensitivity level you set in the game, the vertical sensitivity never changes, and makes playing the game irritating and next

Click Apply, then hit Okay. Start your game, then go to Options, then Display Settings. Hover over Screen Resolution, and change it to your display resolution.
