Might had been the similarly named nuka cola "quartz". Or a Nuka Cola quart. He's not, and you're mistaken. There is one bottle of Quantum in the Lonesome Road DLC. The caveat is that it's only a 10% spawn chance -- it's located in a trunk behind the Hopeville Gas Station to the left of where you exit the Silo.

This mod for Tale of Two Wastelands edits the New Vegas Nuka Chemist perk to enable the user to create Nuka-Cola Quantum without taking the Fallout 3 Quantum Chemist perk.
So I recently tried out this mod and think I fixed the issue many were having regarding none of the nuka cola variants spawning at all. You'll need FNVEdit to fix this, or GECK. I simply started two new leveled item lists in this mod and named them ClutterNukaColaSpecialQuartz and ClutterNukaColaSpecialVictory.
